一、 发展循环经济是我国现实的选择
循环经济(Recycling Economy),是指按照生态规律运行、实行资源循环利用和清洁生产经济状态。它不仅要求经济活动遵循一般自然规律、经济规律和社会规律,而且要求遵循生态规律,把经济活动纳入生态系统的运行轨道,力求在经济系统和生态系统之间建立一种协调、和谐的关系。因此,循环经济也称为生态经济。循环经济包括三方面(即 3R):reduce(减量),要求尽量减少进入生产和消费过程的物质和能源;reuse (再利用),要求尽可能多次利用或以多种方式利用资源和物品;recycle (循环往复),要求尽可能把废弃物再次变成资源。与“计划经济”、“市场经济”等概念不同,循环经济这一概念主要是根据资源利用方式的特征来划分经济形态 ,强调资源循环利用和清洁生产。

Abstract
The global environment crisis is worsening with each passing day as the economies around the world expand and develop continuously. All countries—developed and developing—is facing issues caused by the deterioration of their ecological environments. For our country, the issues of lack of resources and environment pollution is particularly prominent. It is imperative that the country develops a recycling economy and establishes a resource-saving society as soon as possible. In order to promote the development of such an economy, it is necessary to adjust our country’s existing taxation policies.

1. Development of recycling economy is the reality of our choice
A recycling economy operates according to ecological laws, and implements the recycling of resources and an economic state of clean production. In addition to mandating that economic activities comply with the general laws of nature, as well as economic and social laws, a recycling economy also requires compliance with ecological laws, such that economic activities are incorporated into the natural processes of the ecosystem. The aim is to establish a coordinated and harmonious relationship between the economic system and ecosystem. As such, a recycling economy is also known as an eco-economy. Such an economy involves the need to implement three aspects known as the 3R: (i) reduce – to minimise the amounts of material and energy used for the production and consumption processes, (ii) reuse –to make use of resources and goods as many times as possible, or in a variety of ways, and (iii) recycle –to convert wastes into resources again. Unlike the concepts of a planned economy or a market economy, a recycling economy categorises economic forms based on the characteristics of resource utilisation, and emphasises the recycling of resources and clean production.
